Government Action
In March 2018, the California Attorney General's office issued an Order to Cease and Desist (Case No. 2018-CT103136) which alleged that CMMB, along with two other charities that use a similar in-kind valuation methodology, had over-valued pharmaceutical donations with their audited financial statements and IRS Form 990 for the 2012 through 2015 fiscal years. The Attorney General alleged that these statements did not follow Generally Accepted Accounting Principles (GAAP). After an evidentiary hearing before the California Office of Administrative Hearings on December 11, 2018, the administrative law judge who heard the case announced his decision that the Attorney General failed to prove any violation of GAAP. In addition, the judge found that the Attorney General's interpretation of GAAP was contradicted by the American Institute of Certified Public Accountants' Audit Risk Alert. The final decision in the California case is expected later in 2019.
Contingent on the final decision of this case, BBB Wise Giving Alliance may revisit its report conclusions to determine if CMMB contrinues to meet BBB Charity Standard 11, which calls for a charity's financial statements to be prepared in accordance with GAAP and BBB Charity Standard 13, which calls for charities to accurately report its expenses in its financial statements.

CMMB aims to build sustainable healthcare programs that target leading causes of illness, suffering, and death throughout the world. The organization strives to strengthen local capabilities through its programs which include integrated management of childhood illnesses; primary healthcare and HIV and AIDS prevention; treatment of HIV-infected individuals; voluntary counseling and testing; improving access to medical services; and training nurses and doctors in prevention, care and counseling. CMMB ships medicine and supplies to local care providers in resource-poor countries. The medicines are dispensed and disbursed free of charge. The organization places doctors, nurses and other volunteers in locations where their professional expertise is needed. CMMB also provides disaster relief to region hit by natural or political catastrophes. The organization maintains offices in New York, Haiti, Kenya, Peru, South Sudan, and Zambia.
